NOC for changing jobs or working part-time 

NOC to work for other company in UAE can be either issued by your primary employer or MoHRE. It depends on your residency status (is it is tied to employment), jurisdiction (mainland or free zone), and the demands of the hiring company.  

Employer-issued NOC: 

At the time of switching jobs, the new employer may ask for an NOC issued by your previous employer, especially if the employment contract is still active. 

MoHRE-issued NOC: 

MoHRE issues labour clearance and part-time work permit, both servicing as NOCs.  

  • For job change: Under Federal Decree-Law No. 33 of 2021 (replacing Federal Law No. 8 of 1980), employer’s permission is not needed to change jobs if job contract has expired, employee has completed the required notice period (30–90 days), or both parties mutually agree to it.
  • Part-time work permit: Under Ministerial Decree No. 31 of 2018, employer consent is not required for part-time work.

NOC for UAE employee starting business: NOC from employer needed for mainland business license in Dubai. Most free zones, such as Dubai South and IFZA, do not require employer consent. But activity restrictions or non-compete clauses in contract still apply. 

Free zone NOC for mainland expansion: An NOC from current Dubai free zone authority issued for expanding branch in mainland, shifting to other authority, or dual licensing.
