On December 17, 2024, Dubai officially launched the first-ever drone delivery system in Dubai Silicon Oasis, marking a historic milestone achieved by the city in terms of technological advancement and innovation. Keeta Drone, a Chinese subsidiary under the giant Meituan, has officially received the first commercial license for drone deliveries from the Dubai Civil Aviation Authority (DCAA).
Six drones will operate across four routes, delivering food, medicine, and essentials, covering key locations such as Dubai Digital Park and the Rochester Institute of Technology (RIT-Dubai). Customers can conveniently place their orders through their online platform or service machines.
Dubai is embracing innovation with this futuristic service, aiming to reduce delays and provide faster deliveries across the city. Currently operating in DSO, the service is set to expand citywide. The initiative supports the Dubai Economic Agenda D33’s goals to transform Dubai into one of the world’s top three urban economies by 2033.

The launch event of the drone delivery service in Dubai was made more special when Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and the Chairman of the Board of Trustees of the Dubai Future foundation (DFF), placed the first inaugural order through the platform provided by the Rochester Institute of Technology, Dubai (RIT-Dubai).

The order was successfully delivered from one of the take-off points in Dubai Silicon Oasis (DSO) to a landing point in RIT-Dubai community.
Keeta Drone, a subsidiary of the Chinese technology and retail company Meituan, is the first-ever drone logistics operator to receive a license in Dubai. As of now, Keeta Drone operates 53 major routes in key Chinese cities and has already completed over 400,000 deliveries across 90,000 product varieties.
Now, it is ready to take to the skies of Dubai Silicon Oasis, with 6 drones across four routes, after officially receiving the first commercial license for Beyond Visual Line of Sight (BVLOS) drone deliveries from the Dubai Civil Aviation Authority. Primary deliveries will include food, medicine, and other essential items.
The Keeta drones are called M-Drone Gen 3, a six-rotor drone with a load capacity of up to 2.3 kilograms. The drones feature a proprietary intelligent dispatch system and automated ground infrastructure, and are designed to provide safe, reliable, and efficient logistics solutions that meet the requirements of urban environments. They are adaptable to various scenarios and weather conditions.

Dr. Yinian Mao, Vice President of Meituan and President of Keeta Drone, said at the launch that Dubai’s high demand for on-demand delivery services and the operational challenges posed by extreme weather conditions highlight the importance of drones for reliable and efficient delivery. He is confident that Keeta’s drone services with improve the customer experience and revolutionize urban logistics.
The Dubai Civil Aviation Authority (DCAA) played a major role in the development and regulation of this initiative. The authority ensured that the event took place in accordance with aviation safety standards, and that the deployment process was smooth. It also issued the first-ever commercial operational license for drone delivery service in Dubai.
Sheikh Ahmed bin Saeed Al Maktoum honoured the event with his presence. He currently serves as the President of the Dubai Civil Aviation Authority, Chairman of Dubai Airports, Chairman and Chief Executive of Emirates Airline and Group, and Chairman of the Dubai Integrated Economic Zones Authority.
He assured the safety and security of delivery system. He mentioned that the drones have undergone several years of testing making them fully reliable and are adaptable to any changes in infrastructure and data.
The success of the launch relies on partnerships with key organizations across various sectors. These include Fakeeh University Hospital, which will handle medical deliveries such as blood samples and emergencies. Americana, one of the region’s leading food service groups, will support food delivery operations.
Additionally, the Rochester Institute of Technology (RIT-Dubai) will serve as a delivery point and a collaborator for drone logistics within the academic community. In future, we will get to see more such partnerships that will contribute further to operational success of the system.
